I was reading a story about this yesterday and some government official (I don't remember who) was talking about how it's "just not part of the culture" to make homes that are earthquake-ready despite the area's predisposition for them. What?? How many people could have been saved!
no, that's not the reality: in my hometown, which is in a sismic area (although we don't have quakes as strong as there) new buildings have to be built following specific rules. And the old ones are pretty solid too. So, my guess is that they didn't get updates for the buildings because it'd have been expensive!
